Transforming Cities, Transforming Lives
Transforming Cities, Transforming Lives: Egypt’s Digital Leap Toward Smart, Sustainable Urban Futures

Redefining the future of cities—where data drives decisions, technology serves people, and sustainability shapes growth.
Across Egypt, a quiet transformation is reshaping the way cities function, grow, and serve their people. From the dynamic streets of Cairo to new urban developments, a bold vision is taking shape—one where technology, data, and sustainability converge to enhance the quality of life for millions.
At the heart of this transformation lies a strategic partnership between the International Telecommunication Union (ITU) and Egypt’s National Telecom Regulatory Authority (NTRA). Through this project, Promoting the Development of Smart Sustainable Cities & Communities (SSC&C) Telecom Infrastructure in Egypt, ITU’s Telecommunication Development Bureau (BDT) is supporting the country in turning ambition into measurable, scalable impact.
From Vision to Action: Building Smart Cities with Purpose
Egypt’s smart city journey goes beyond infrastructure—it is about creating people-centred, inclusive, and climate-resilient urban ecosystems. By embedding digital solutions into essential services such as energy, transport, waste management, and public administration, the initiative is enabling cities to become more efficient, responsive, and sustainable.
Through a series of national consultations, multi-stakeholder workshops, and technical engagements, Egypt and ITU have co-created a tailored, data-driven evaluation framework—fully aligned with international standards and recommendations. This ensures that global best practices are translated into locally relevant, actionable tools.
Empowering Institutions Through Data and Capacity Development
A cornerstone of this project is capacity development. National experts and NTRA have been equipped with practical digital tools and methodologies to assess, monitor, and guide smart city ICT infrastructure implementation on the ground. The result is a robust SSC&C digital evaluation ecosystem that enables:
- Evidence-based urban planning and decision-making
- Performance tracking for both existing (brownfield) and new (greenfield) cities
- Clear benchmarks for digital infrastructure readiness and smart service delivery

From Framework to Certification: Ensuring Quality and Trust
Moving beyond assessment, Egypt is pioneering a national certification framework for smart sustainable cities. This SSC&C Evaluation Framework establishes clear technical criteria and compliance mechanisms, aligned with Egypt’s telecommunications codes and design standards, while remaining consistent with international frameworks.
This approach ensures that smart city solutions are not only innovative—but also trusted, interoperable, and scalable. To fully operationalize this framework, the project has successfully developed a computer-based evaluation platform that:
- Digitally assesses smart city projects
- Verifies compliance with established KPIs and standards
- Issues certifications that validate readiness and performance
This marks a significant step towards automation, transparency, and accountability in urban digital transformation.
A Regional Model for the Future
Egypt’s experience is rapidly emerging as a replicable model for the Arab region and beyond. It demonstrates how countries can leverage ITU frameworks, national leadership, and strategic partnerships—including with UN-Habitat—to accelerate the transition toward sustainable urban futures.
By aligning with the UN Sustainable Development Goals (SDGs), Egypt Vision 2030, and the New Urban Agenda, this initiative is not only building smarter cities—it is building better lives.

About the Project
The project, which ran from February 2024 to June 2026, supported Egypt’s transition to smart sustainable cities through a national evaluation framework, certification methodology, capacity-building, and a software tool. It was implemented in partnership with Egypt’s telecom regulator and aligns with Egypt’s Vision 2030, U4SSC’s KPIs, the UN Sustainable Development Goals, and the New Urban Agenda.
